The 20th.Century arised as a battle for sharing and re-sharing the resources of the world. Underdeveloped countries which have conquered their independence against the old colonialist countries, which are now nicely called the “developed countries”, conceded from the 20th Century to the 21st Century eager to find a common formula or formulas in enabling them to close the gap with the countries that have completed their process of modernization and industrialization. However, most of the underdeveloped countries, that conquered their independences, attempted to solve the structural problems of their own countries through introduction of the models used by the countries that exploited or tried to exploit them in the near future (ÇAM, 1978:324). Such methods was indeed suitable for the general-acceptable approach of Western countries who consider modernization as a straight line and impose methods especially followed by Europe and America to the countries making efforts for modernization as a sine qua non choice.
